  • IMSA Level I Traffic Signal Certification Required
  • CDL-B required
  • Five years’ experience in the field of Traffic Operations/Engineering.
  • Two years of experience in a supervisory capacity.

 

Position Summary:

Under the direct supervision of the Traffic Operations Manager, the Traffic Coordinator exercises a broad range of oversight and authority concerning the installation, maintenance, and management of various communications equipment associated with computerized traffic control and signal synchronization systems. This includes performing skilled technical work in electrical, electronic, and fiber-optic systems, as well as testing, troubleshooting, and repairing related circuitry and components within the Plant City Traffic Management Center/System. Additionally, the Traffic Coordinator oversees activities related to the layout, installation, and upkeep of traffic markings and the design, installation, and maintenance of traffic signs, ensuring compliance with the Manual of Uniform Traffic Control Devices (MUTCD) and approval by the Florida Department of Transportation (FDOT). The work is conducted with a high degree of independence, using judgment and initiative. Work is reviewed through oral and written reports, discussion, and results obtained.

 

Essential Duties and Responsibilities:

Directs, oversees, and participates in the development of work orders; assigns work activities and projects, programs and monitors workflow, reviews and evaluates work product methods, and process.

  • Recommends the selection, training, and motivation of personnel; coordinates staff development and training programs; conducts performance evaluations; suggests disciplinary actions when necessary; and ensures the maintenance of discipline and high standards for the effective and professional operation of staff.
  • Performs operational studies and analysis including vehicle and pedestrian volumes, vehicle travel times, spot speed, stop vehicle delay, video logging, parking usage and availability.
  • Monitors traffic control system operations, communications, and field equipment for proper operation and in case of malfunction, promptly notify and aid the division's maintenance personnel.
  • Performs analysis of the system to determine effectiveness of existing timing plans and system operation using real-time and historical data from the traffic control system along with field studies and observations.
  • Implements the graphic representation of complex traffic signal layouts including channelization, pedestrian movements, signal timing, sequence, and placement into the computerized traffic signal control system.
  • Prepares detailed designs for traffic control equipment installation, signal timing, pavement markings, and geometric changes for intersection/roadway improvements. Investigates and responds to citizen concerns and complaints regarding traffic control devices and intersection/roadway safety.
  • Assists in review of intersection crash records through Crash Data Management Software.
  • Assigns, supervises, and participates in the construction, operation, maintenance, and repair of traffic signals and traffic control systems.
  • Assumes personal supervision in cases of major repairs or when work being performed is in close proximity to high voltage transmission lines, over travel lanes of high-speed traffic, or any unusual high-risk situation.
  • Maintains preventative maintenance schedules, equipment maintenance logs, call- out and repair records on all traffic signal control equipment, roadway lighting, communications and signs & markings.
  • Inspects traffic control construction projects performed by contractors.
  • Performs standby duty on a periodic basic for emergency callouts on traffic signal malfunctions, storm damage, and critical traffic sign replacement.
  • Attends traffic related meetings with FDOT and consultants working on City projects.
  • Supervises sign fabrication and installation, striping operations, Traffic signal construction, and maintenance.
  • Assists the Transportation Center System Specialist in the TMC (Traffic Management Center), performs maintenance on equipment/system, and makes changes using centralized operating software.
  • Reviews signal as-build drawings.
  • Supervise Traffic’s GIS program and provide reports monthly to the Traffic Operations Manager.
  • May be required to work alternate hours, as necessary for the efficient operation of the department.
  • Performs other job duties as assigned.

  Knowledge, Skills, and Abilities:

  • Knowledge of telecommunications industry practices and standards, National Electrical Code (NEC) communications terms and technologies.
  • Knowledge of FDOT Design Standards, FDOT Standard Specifications for Road and Bridge Construction, MUTCD.
  • Knowledge of telecommunication systems and associated end user devices.
  • Knowledge of the standard practices, tools, terminology of the electrical and electronic trades.
  • Knowledge of basic electric and/or electronic theory, and recommended safety practices of the trade.
  • Knowledge of the operation and maintenance practices of modern, computer controlled/fiber-optic traffic signal synchronization and communication equipment.
  • Knowledge of time base coordination.
  • Knowledge of the operation of a variety of electrical construction and specialized vehicles.
  • Knowledge of CCTV camera software operations and repair components.
  • Knowledge of controllers and other related components.
  • Ability to perform strenuous manual labor in adverse weather conditions at ground level, below

ground, or above ground.

  • Ability to define problems, repair or replace defective parts/equipment.
  • Ability to read and interpret complex electrical or electronic diagrams, schematics, blueprints and engineering drawings and plans.
  • Ability to program, install and troubleshoot video encoders and Ethernet switches.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate clearly and effectively, orally and in writing.
  • Ability to effectively plan, assign, direct, and evaluate the work of assigned staff.
  • Skill in the use and care of sophisticated tools and electronic test equipment.
  • Skill in operating and performing minor maintenance on roadway stripers, pre-melters, epoxy machines, paint marking grinders, thermoplastic machines, and generators.
  • Ability to plan and install wiring and fiber-optic cabling systems, as well as associated components used in a computerized traffic signal synchronization and communications.

 

Education and Experience:

  • Minimum of a high school diploma or equivalent.
  • Five years’ experience in the field of Traffic Operations/Engineering.
  • Two years of experience in a supervisory capacity.
  • A combination of education, training, and experience may be substituted at the City Manager’s discretion.

 

Certificates and Licenses:

  • Must possess and maintain a valid Florida Commercial Driver’s License, Class B and be insurable by the City’s current insurance provider.
  • Must possess a Maintenance of Traffic Intermediate Certification and obtain the advanced course upon next renewal.
  • Must possess IMSA Level II Traffic Signal certification within (1) year.
  • Must possess IMSA Signs & Markings Level I certification within (1) year.
  • Must possess Roadway Lighting Level II within (1) year.

 

Supervisory Responsibilities:

  • Directly supervises Traffic Operations employees as directed by Traffic Operations Manager.
